Hearings
The City's official review/decision process has three steps, each of which includes opportunities for hearings and public comments:

LUPZ Role
City Council's Land Use, Planning, and Zoning (LUPZ) Committee votes to recommend approval (Do Pass) or denial (Do Not Pass), or LUPZ can pass the bill to full City Council with no recommendation.
Hearing #1 (pending)
Planning staff working on a transmittal of the IDO update to City Council. The transmittal is reviewed by the Administration on its way to Council. Once received by Council, it will be introduced at a Council hearing and referred to the LUPZ committee.
LUPZ will review EPC's recommendation to Council, which is reflected in the Post-EPC Redline Exhibit below. Councilors on LUPZ may introduce Committee Amendments to propose changes to the Redline Exhibit.

EPC Role
Environmental Planning Commission (EPC) makes a recommendation to City Council, which makes the final decision on citywide and small area amendments.

EPC voted to recommend APPROVAL of the proposed amendments to the 2025 IDO Update on November 20, 2025.

EPC Submittal: Spreadsheet of Proposed Changes
Planning staff gathered proposed changes to the IDO from staff, the public, Councilors, and the Mayor into a spreadsheet of proposed changes with item numbers, affected IDO sections, a summary of the change, its source, and a brief explanation.
