Background
The City has committed to continually improving the Integrated Development Ordinance (IDO) through an annual update process. As it was the first, the 2019 Annual Update took longer than expected (beginning with public review meetings in May 2019 and culminating in a Council decision in September 2020). These changes became effective on November 2, 2020.
Planning staff has continued to gather comments and ideas for improvements to the IDO as the 2019 update made its way through the City's review/decision process.
- Improvements that affect property citywide will be submitted and decided through a legislative process.
- Improvements that affect property in a small area of the city only will be submitted and decided through a quasi-judicial process. (This process requires mailed notice to property owners. Because City Council will be acting quasi-judicially [i.e. similar to judges], you cannot contact your Councilor directly with comments about these proposed changes outside of a public hearing. Instead, contact Council planning staff: Petra Morris [pmorris@cabq.gov] or Shanna Schultz [smschultz@cabq.gov].)
All the content related to small areas that was proposed for the 2019 annual update was held for the 2020 update, since the 2019 update was submitted and decided as a legislative process. These small area rules have been re-submitted in 2020 using the quasi-judicial process that was established in the 2019 annual update. See more details here:
Planning staff hosted a series of trainings for the public, staff, and Boards and Commissions, which provided the opportunity to identify additional updates and improvements that are still needed.
Planning staff submitted the 2020 Annual Update into the City's review/decision process on November 30, 2020.
The review/decision process has three steps:
- Step 1: Environmental Planning Commission (EPC)
- Step 2: Land Use, Planning, and Zoning (LUPZ) Committee
- Step 3: City Council
The proposed list of updates will continue to grow and change based on all of these discussions from now until City Council takes final action in 2021. Your participation is encouraged throughout the process.

EPC Hearing #3 - March 4, 2021
The EPC voted on March 4, 2021 to recommend adoption to City Council. A Redline Draft shows EPC's recommended Conditions of Approval in red text for City Council to review.

EPC Hearing #2 - February 18, 2021
The EPC did not hear this case but instead voted to continue the hearing to March 4. Staff has proposed conditions in a supplemental staff report that respond to public comments submitted so far for EPC to consider.

EPC Hearing #1 - January 21, 2021
The first public hearing to review the proposed amendments at the EPC was on January 21, 2021, 8:30 a.m. via Zoom. EPC voted to continue this case to February 18, 2021. Staff will consider public comments and propose conditions for EPC to consider recommending to Council in a staff report prepared for the next hearing.
