Background
The City 2019 annual update to the Integrated Development Ordinance (IDO) became effective on November 2, 2020.
The 2019 IDO annual update was submitted as a legislative action that would affect properties citywide, while the small area rules only apply to properties in small areas. When rules are established that will apply to some properties differently, they need to be reviewed/decided in a quasi-judicial manner. This includes notice to all property owners affected by the change. All the content related to small areas that was proposed for the 2019 annual update was held for the 2020 update, and the 2019 IDO established a process for text amendments for small areas.
The 2020 annual update includes proposed amendments to 14 small areas, most of which were initially reviewed during public meetings in Summer 2019 and EPC hearings in September 2019. Some additional changes have been added to respond to issues and concerns that were raised in 2020.
Planning staff submitted the 2020 Annual Update into the City's review/decision process on November 30, 2020.
The review/decision process has three steps:
- Step 1: Environmental Planning Commission (EPC)
- Step 2: Land Use, Planning, and Zoning (LUPZ) Committee
- Step 3: City Council
EPC Hearing #2 - February 18, 2021
EPC voted to recommend approval. A Redline Draft shows EPC's recommended Conditions of Approval in blue text for City Council to review.

EPC Hearing #1 - January 21, 2021
EPC heard from staff to review the proposed amendments and took public comments at the first public hearing on January 21, 2021. EPC voted to continue hearing the case on February 18, 2021 at 8:30 a.m.

2019 Public Review Meetings and Open Houses
Proposed updates to small area standards in the Integrated Development Ordinance (IDO) were reviewed through a series of public meetings and open houses in May and June 2019. There will be two public meetings in November 2020 to revisit these updates and to review new proposed amendments. There will be one public meeting in December 2020 to review proposed amendments that apply citywide.
Notice to Property Owners and Neighborhood Associations
The City is proposing text changes to the IDO that will affect approximately 24,000 lots in 14 small areas to be submitted with the 2020 IDO Annual Update. The proposed changes will be reviewed by the Environmental Planning Commission (EPC), which will make a recommendation for City Council. City Council will ultimately decide on whether to adopt the changes.
The IDO requires mailed notice of the application submittal and EPC hearing to each affected property owner and property owners within 100 feet of those areas, pursuant to IDO Subsection 14-16-6-4(K)(3)(d) Notice for Amendment to IDO Text – Small Area. This Small Area Text Amendment Map shows all of the affected properties that recieved notice of this amendment.
The IDO requires emailed notice of the application submittal for an EPC hearing to affected Neighborhood Associations, pursuant to IDO Subsection 14-1-6-4(K)(5). (Mailed notice is required to any Neighborhood Association representative without an email address on file with the Office of Neighborhood Coordination.)

First class mail was sent by November 30, 2020, when the application for EPC review will be submitted. One letter was sent to each property owner in each small area.

- You may receive multiple letters if you own property in multiple small areas.
Required Information
IDO Subsection 6-4(K)(1)(b) requires the following information be provided to affected property owners and Neighborhood Associations:
- A Zone Atlas page indicating the subject property. The 14 small areas involve multiple zone atlas pages. See the Map: Small Areas with Proposed Text Amendments. Zone Atlas Pages provided upon request.
- Architectural drawings, elevations of the proposed building(s), or other illustrations of the proposed application, as relevant. Not relevant to this application. Please see proposed changes in the spreadsheet described above.
- An explanation of any deviations, Variances, or Waivers being requested, if any. Not relevant to this application.
- The summary of the pre-submittal neighborhood meeting, if one occurred. Click here.
Affected Properties
There are approximately 24,000 lots within or abutting the 14 small areas with proposed text changes affecting zoning standards. The small areas are listed alphabetically below. Numbers refer to numbering in or sections of the Integrated Development Ordinance.
For each small area below, the first link will open a full list of property owners, addresses, and UPC identification numbers. You can find your property by searching for your name or for a portion of the owner name, as it is written in your tax records, using the command “ctrl + F” (i.e. pressing the “ctrl” and “f” keys at the same time). Each list of affected properties is organized alphabetically by the owner’s last name.
The second link shows a map of the properties within the small area + properties within 100 feet of the small area, both of which will receive mailed notice of the proposed text changes.
